There is also Polarr for both mobile and desktop versions, though currently if you want to use the features I believe you have to have a subscription, but those who have purchased the features before the new roll out a few years ago were grandfathered in to a free subscription, luckily I made the pro purchases before the roll out began

  17. GIMP could reach to a 95% to Photoshop with all of the available plug-ins out there from the community. The problem is that with the new GIMP version most of those USEFUL plug-ins are obsolete and working no more and devs do not care about that making the program less competitive for Photoshop.

  33. Gimp Is a great free option! Photopea is a very good online base no downloading editor so all you need is an online connection. Snapseed is very good and is free! It does stuff that you can do in photoshop but is so much easier but It's for use on a smartphone. It can make someone smile with just sliding your finger!! You can also turn a subjects head left to right and up and down with just using your fingers on the touchscreen. There are tons of good free apps but not all are in the app stores. So do your homework before downloading something, not in the app store. For people who like to make videos, Blender is a free app that looks awesome but I am still learning to use it. I am like many people I don't have the money for a prescription based App. Now If your time is valuable You cannot go wrong with Photoshop. The water down version is Photoshop elements still cost around $100.00 But is a one time fee But every year they come out with a newer Elements But you could get more than one year out of it if you don't need the latest upgrade. For me free is the way to go.

    Glad to see this video that lists Free editing options Just like Photoshop and Lightroom. Lightroom shines in areas to edit and Photoshop shines better in other areas of an edit. Now because there are free apps don't limit yourself to just one free app Find a combination of two or more that can get the job done. Fyi make sure it a non-destructive edit. Never edit your original raw file.
