How do you open that bottom thing when you right click? I right click an app and doesent work for me, pls help, im super curious

I am 83 yrs old watched several other video on putting apps on task bar, nothing worked, Thank Goodness I found you. It worked for me using your video.
Absolutely cannot get this to work with all apps. I cannot get bookviser for example to show this option. Very very annoying as I like to work from the desktop
